Alas, no. The way to gain access to those three mystical Regimon has changed. But don't worry, we're here to guide you through it.
Firstly, if you're going for the whole lot at once, you'll need:
- A Wailord
- A Relicanth
- Any Pokémon that knows Dig
- Any Pokémon that knows Flash
- Any Pokémon that knows Rock Smash
- Any Pokémon that knows Dive
- The ability to read the simple instructions given below
Firstly, you need Wailord and Relicanth. Wailord can be found by evolving a common Wailmer at Level 40, or by Surfing on Route 129 (they are rare, mind). Relicanth is also rare, but is found underwater on Routes 124 and 126. It is there, so just keep looking.
Now, on Route 134 there's a special underwater chamber, in which you can release the Regi's into the game. It's only accessible via Pacifidlog Town, and has currents all over it taking you all over the place. Fortunately, I've been kind enough to make this map for you. Pay me later.

Once you're there, use Dive and follow the path. As soon as you see the Braille, stand in front of it and submerge. Go into the chamber, and read the Braille. Now use Dig in front of it, and the door will open. Go in, stand in front of the Braille, and position your party so that Wailord in the first Pokémon in your party, and Relicanth is the last (this is the opposite way round from R/S). You'll then experience an earthquake, and be told that somewhere, a door has opened (technically it's three doors). You're now ready to hunt each individual Regi.
Regice
Close inspection of Route 105 will reveal the pictured cave. Enter it, and go and read the Braille. Now, walk around the edge of the room, making sure you always walk next to the walls (the direction doesn't matter). When you've completed a full lap, the door will open and you can battle Regice at Level 40.
Registeel
Travel to Route 120 (that's the one connecting Fortree to Lilycove where it's raining), and locate the pictured cave. Enter it, read the Braille, and then go to the centre of the cave and use Flash. The door will open, and you can battle Registeel at Level 40.
Regirock
Travel to the Desert near Mauville and go to the South part of it. Locate the pictured cave and enter it. Read the Braille and then move Left, Left, Down, Down. Now use Rock Smash. The door will open and you can battle Regirock at Level 40.
And that's it. Save before battling any of the Regi's, and make sure you take lots of Ultra (and possibly Timer) balls. Catch them, and they're all yours to go and turn into killing machines.
