Effort Values Guide!
Hello again! Oh, what's that? You've got all the badges? You've even polished them?! Why, aren't we getting ahead of ourselves, next thing you'll be telling me you've beaten the Elite Four..
Oh you have?
Well then, before you go off challenging the Battle Subway, challenging Gym Leaders from yesteryear, it may have crossed your mind that you want to make your Pokémon as powerful as you possibly can. This is where it's a good idea to learn about Effort Values and what they do; thankfully PKMN.net has just the guide! If you do have any further questions to ask, please always feel free to ask on the Forums!
Just for reference, in the following guides, we may sometimes refer to Effort Values as EVs.
The Power items are the way to go if you want to train quickly, and there's little worry in using them. However, you won't be able to send them over them from a 4th gen game as you expect, instead you'll have to earn them in the Battle Subway. You can do it without the items but its very, very tedious.
The items themselves had 4 stat points every battle depending on what stat the enchant. For example, if holding a Power Bracer to a Pokemon (nd then defeating an enemy Patrat (1 Attack EV), the result will look something like this.
Patrat's attack EV (1) + Power Bracer yield (4) = 5 Attack EVs.
Of course, Pokerus doubles this giving you 10 Attack EVS. Not bad for one battle eh? Remember, a Power Item will give you its corresponding EV regardless of what EV you receive from Battle. You could equip a Power Bracer and attack nothing but Special Attack Giving EV Pokemon and receive 1 Special Attack EV and 4 Attack ones from a single battle.
Here are the Power Items and the stats they raise.

Now, the first Effort Value we're going to cover will be the HP EVs. Surfing in Route 8 (Unova) is your best option, the only Pokémon you will meet there are HP EV yielding Pokemon giving at least 2 points each, as follow. Alternatively, finding and defeating Audino, which you can find in pretty much every shaking grass out there, will give you 2 HPs as well as a mountain of EXP Points..

The grass outside of Dragonspiral Tower, just by the entrance, is a great place to train. In Spring, Summer and Autumn all Pokemon in ordinary grass give at least 2 Attack EVs each. However, it is worth noting that in the Winter Sawsbuck and Druddigon are replaced with Vanillish and Beartic who do not yield Attack EVs. In which case, that you do want to EV train during the Winter months, train inside the first room of the Dragonspiral Tower where you'll find Golurk, Druddigon and Mienshao who all will give you 2 Attack EVs upon beating them.

Unfortunately, in Pokémon Black 2 & White 2, there isn't a designated place to train where every Pokémon you encounter will yield Defence EVs and them alone, which makes it a little bit awkward. Your best option is to train inside Clay Tunnel, as below, but be warned that you'll want to avoid Woobat and potentially Boldore as they do not give out Defence EVs on their own; Boldore gives out 1 Attack EV as well as 1 Defence EV, whilst Woobat doesn't give out any Defence EVs at all.

As in Pokémon Black & White, your best and safest way of gaining Special Attack EVs is to attack the Celestial Tower, more specifically the Litwick there. Whilst they're not the most generous at only one Special Attack EV given out per victory, they are at a 100% encounter rate, which means you don't have to worry about running into something else. However, this is just on the first level of the Celestial Tower.

Like above, Pokémon Black 2 & White 2 haven't introduced anywhere new particularly to help Special Defence EV training, which does unfortunately mean you're left back home in Route 4 (Unova) where you'll find Frillish no matter where you look (as long as you're Surfing), but you're faced with the daunting prospect of battling more of them because they only give out one Special Defence EV per battle.

Last but not least, we come to the Speed EVs. Unfortunately for us, nothing has changed from Pokémon Black 2 and White 2 which means that are left with just Basculin when surfing on Route 1 (Unova) giving out 2 Speed EV per battle. At least it's a 100% encounter rate, meaning that you won't have to worry about finding something that won't give out those precious Speed EVs.

However, there are some very helpful trainers who will be able to aid you on your way towards training those Pokémon up. New to Black 2 and White 2, the GameFreak employees Nishino and Morimoto can be battled in the GameFreak HQ in Castelia City, but with the addition that their teams are themed and will give you a string of EVs in only one stat; Nishino only uses Pokémon that give out HP EVs, and likewise Morimoto with Pokémon that give out Speed EVs. However, they are only battleable once a day, and they are only unlocked after you have beaten the Elite Four, which does throw a spanner in the works a little bit although they are absolutely brilliant for giving out EXP Points as well..

basculin should have 2 speed EV point, please correct it. .... with the "power items" you should also include the stats that they decrease to allow the increase of the others....
