Torterra is a Grass/Ground type, right? Well, a root is the part of the plant that generally grows in the ground, and a richter scale is used to measure seismic energy in earthquakes. But, since there was a 10 letter limit and I didn't know how to spell Richter at the time (I'm a moron, an idiot, loser of the spelling bee. Beat you to it!), it ended up as RootRictor.

Well name rater, although Torterra is supposed to be based on the Japanese turtle God Genbu or something, it rather looks like a big lumbering dinosaur. Literally this means Tree King, which fits Torterra anyways.
