Elves are usually forest dwellers and leafeon is a grass type. Legolas is an elf and my favorite caracter from Lord of The Rings and I really think this name fits nicely.

Herbert is a pun for Leafeon (or any grass type Pokemon)Somewhat self-explanatory, but I'll explain it anyway because it only takes less than a second. Herbert is an actual name that exists in the world, but since he's grass type, I figured that the "Herb" part had connections with grass-types... So... Yeah... That's it. Bye, now!

Autumn
Autumn is the time of year when the leaves change color. And of course Leafeon having some leaf like traits it would make sense. Autumn refers to the leaves changing color then falling off, as my Leafeon started as a tiny Eevee and started changing, turned into a Leafeon and went through more changes as it becomes stronger. I guess the inability to EV train it after a certin time would be it's "falling point" but maybe we can just skip the falling off trees part.
