How do I do this? I cannot find and explanation anywhere. I would be eternally grateful if someone could explain

I did figure it out. I was having difficulty figuring out whether or not I needed to continue fishing.

Ok I will. first, you fish until you get the pokemon you want to use the Dexnav for. catch it. let it go to your box; now, you will be able to scan the area for that pokemon using your Dexnav. Stop fishing, just surf, and search for the pokemon while surfing. Keep pressing surf until the pokemon shows up and then sneak up on it normally. All elses works the same way as using the Dexnav for any other animal.

The more you encounter them the more you will see on your Dexnav.

I was confused because I didnt know if you should keep fishing for it or not.
