Is more vague version of the website which is specifically used for mobile phones?
If so then how do I activate it?

I'm not entirely sure what you're asking... there's a seperate layout for the site updated for mobile devices, which we try to detect automatically - we have http://pkmn.net/?force_mobile=true for a single page. It should detect this automatically, but we rely on an external library in this (as it's impossibly for us to know all the options and such), so it might not detect all yet.
