Part of me wants to do this and another doesn't! The reason I partly don't is because of my Latias! I love it so much!
This is the team I will have:
Seviper
Milotic
Banette
Solrock
Plusle
Rayquaza
I'm mainly just trying pokemon I've never tried before (which explains Plusle!) what do you think?

You're going to be waiting a long while for the first permanent teammate on your team, so you're going to have to keep temporary ones for a while before swapping. If you're fine with that, not an issue.
Seviper:
Crunch and Poison fang are must haves, and if you want to stall after poisoning, I recommend TM dig. It covers a lot of types that Seviper is weak to, and gives the enemy that extra poison damage. Useful, but can get hurt bad by a lot of steel types, so I have to insist on dig.
Milotic:
Have fun Febas fishing. If you can get one, I recommend surf, ice beam, and recover. Solid choice
Banette:
It isn't very fast or bulky, and doesn't have a great selection of moves, I would suggest Dusclops instead, as it's only real chance to use it's attack stat is with shadow ball, unless you use TM's.
Solrock:
Might I reccomend Lunatone? Same typing, but is more special focused, and special defense is useful against the so many water types in Hoenn
Plusle:
Wonderful baton pass user, block an enemy into something with Encore or paralyze them with spark after using charge, then use Agility, then baton pass. I recommend.
Rayquaza:
Yes.

Lunatone is unobtainable in Emerald. Based on stats, Banette is better than Dusclops. Don't worry about getting Feebas! I'm very persistent if I want to be!
And yes, I'll get temp pokemon!
What would you suggest instead of Banette? I'll really only say no if I've used it before or if it's not a hoenn pokemon! How about Cacturne?

Oh, you haven't used Cacturne? Wonderful grass type, psychic immunity, and would destroy the psychic Gym, Giga drain TM is good on it, and it makes good use of Feint attack, so very useful against the water and psychic powerhouses you'll find. For the other two moves, Sandstorm and Double team works well for stalling and chipping away, as sand veil makes Cacturne harder to hit, so piling on the double teams while chipping away and draining when necessary is perfect.
I also find a nice choice is Flygon. Strong, has Crunch, has dragon typing, and beastly if it paralyses with dragon breath then uses sandstorm.

OK. I'll use Cacturne! I already used Flygon (in fact, I used it on Emerald before I started to replay it!)
I know I'll get Sandshrew before Rayquaza. I'll choose Mudkip because
I liek mudkipz
it's the best starter ever and use it until I get Milotic. It also destroys the electric gym (because it'll be a marshtomp by the time I get there)

Why don't I make recommendations and you ask about what seems interesting?
My list of direct recommendations for a play-through are:
Blaziken:
Solid starter and fun to use as an alternative to a living meme, and can knock out almost anything with a scarfed Blaze Kick, Sky Uppercut, or Slash, post game in the battle Frontier. Also, KFC jokes.
Flygon:
Dragon Breath, Earthquake, Crunch. Works great against anything not ice type. Reuse if you want.
Cacturne:
As previously stated before, solid staler and sweeper in one with recovery moves
Lanturn:
This is where things get evil. Lanturn has Parafusion. Paralyze to slow them down, confuse them, then start weakening them with either surf or thunderbolt. Use if Milotic eludes you.
Aggron:
Steel rock, can't take a fighting move, a ground move, and very weak to water, indestructible otherwise and stays for a while with sturdy. Earthquake, Iron tail, and DOUBLE EDGE work wonders with such a high attack stat. Use Thunder on it as a nasty surprise for paralyze and super effectiveness against water types. Quick claw turns it into a wild card, and hard to stop. Always good as you are lacking a tank.
Gardevoir:
I'm 90% certain you used this, but oh well. Still good.
Gorebyss:
Amnesia to double special defense, keep Iron defense from it's prevolution to double it's regular defense, spam surf, then baton pass out when things get hairy. Anything swapped into is unstoppable. Swap with Plusle if you're taking Lanturn over Milotic
Slacking:
Hyper beam is still physical, and it recovers from it while truant is in effect. Rest isn't as bad a heal to this guy as he misses a turn anyway. If you were to baton pass into him from good old Gorebyss, then you could live off of rest or leftovers. Also a good tank

Mudkip is better! It destroys the rock, electric and fire gyms. It also resists the water gym, but I'll have Milotic by then. I'll have Cacturne instead of Banette.
For temporary pokemon, I'll have:
Dustox before Seviper

Mudkip before Milotic
>
Mightyena before Cacturne
>
Makuhita? before Solrock
>
Linoone? Before Plusle
>
Sandshrew before Rayquaza

Getting Milotiic in Gen 3 is a total nightmare! Even if you find a good Feebas spot, you'll need to feed it Blue Pokeblocks and sometimes the Feebas will refuse to eat it because it doesn't like that type or ate until it's full and the Beauty is still not maxed out. I'm just glad that ORAS made it easier to find and evolve.

Wailord is a good bet. Wailmer are common and you'll need to evolve it to get the Regis. Plus you always do the messed up Skitty Waillord thing at the Daycare!

Those are the animated sprites from emerald. I get the from a site called
spritedex
I just type (insert pokemon name) sprites and go to spritedex.
