Been a while since we've had this topic outright, eh? Although usually I'm content with what people's favorites are, I'd like to hear your least favorite, too. If you have more to add, feel free to say what you feel makes for a great Gym Leader in general, as well.
I personally don't have any standards in mind for gym leaders, myself... at least, nothing strict enough for me to recall any. I usually just know what I like right off the bat. So here are my favorites by region:
Kanto: Lt. Surge
Johto: Chuck
Hoenn: Wattson (though Juan is cool, too)
Sinnoh: Candice
Unova: I used to be able to say Clay with full confidence, but Burgh's gyms alone give him a run for his money.
As for my least favorite... I don't have enough to list for each region, 'cause there's only the one, really: Maylene. In spite of her design, nothing about her jumps out at me that says "Fighting-type Gym Leader". I'm just not feeling it.
So uh, how about the rest of you?

Johto: Claire I guess? I don't like Johto much...
Hoenn: Flannery <3
Sinnoh: This entire region could be wiped out and I wouldn't care
Unova: Skyla is cute >3>
Least favorite... I guess that'd be Juan. I dunno what it is about him, but I don't like him.

Johto: The ice dude, cant think of the name(Pryce, maybe??)
Hoenn:Flannery
Sinnoh:Byron
Unova:Brycen
Least Favorite:Falkner(Johto, 1st gym, for teh people who dont know)

Hoenn: Juan
Sinnoh: Candice, Byron
Unova: Drayden. He's the best.
My least favourite is probably Brawly. He's unbelievably lame.

Johto: Pryce
Hoenn: Juan
Sinnoh: I may have said Roark once upon a time but I don't really have strong feelings about any of them...
Unova: CLAY. HE IS THE GREATEST GYM LEADER EVER. He's the Rich Texan from The Simpsons and he owns a goddamn MOUNTAIN.
...I kinda have a soft spot for badass old dudes.
Oh yeh and I hate Wallace.

Kanto: Erika
Johto: Aahh... Either Whitney or Jasmine or Pryce.
Hoenn: Wattson. Juan was pretty cool though.
Sinnoh: the only one i can remember is Fantina so i guess her..
Unova: I quite liked Lenora. Clay has a cool personality and Iris aswell. Elesa was pretty cool.
As for least... I don't know. None of the Sinnoh gym leaders really stick out to me so one of them.

I like the Twins' gym in Sapphire :L
The concept for the Poison gym in White 2 was good but Roxie was kinda boring, to be honest.
Burgh's gym in White 2 is awesome :L Love the Harlequins as well !
Elesa, Clay and Skyla's gyms in White 2 are all awesome, amazing concept and design! But Elesa's was the coolest :P

Kanto: Sabrina, followed by Misty.
Johto: Whitney, followed by Clair.
Hoenn: Flannery, followed by Winona and Roxanne.
Sinnoh: Candice, followed by Gardenia (named after bread), Fantina and Crasher Wake.
Unova: Iris, followed by Roxie, and Elesa and Skyla (tied 3rd).
The least? Cheren. And Brock.

Johto: Jasmine ~ Morty before his revamp
Hoenn: Winona ~ Tate&Liza, mainly because of how they kept destroying me in Emerald xD
Sinnoh: Gardenia ~ Fantina
Unova: Elesa ~ Skyla
Mostly judged on their design, really haha. I'm not that fond of Sabrina's redesign in HGSS, but she's still my favourite Kanto gym leader c: I don't really like Elesa's new outfit in BW2, but I like that coat.

Elesa seems to act like Lady Gaga with the new outfits... I'm stumped even.

My least favorite gym leader is the dark type one because he doesn't exist. :(

Johto: Falkner and Jasmine are an absolute tie! (Johto is my favourite region.)

Least Favourite: Pretty much all of the Hoenn or Sinnoh ones because I find Hoenn and Sinnoh just... different to the other games, in a bad way.

He's awesome, like incredibly awesome.
Johto: Morty

Unova: Burgh
Nothing special about him, I needed an Unova favourite.
Least favourite for each region:
Kanto: Koga
I don't really have a reason for disliking Koga other than I had to pick one for Kanto.
Johto: Claire
Claire just annoys me. I think it was because they took someone cool, like Lance, and gave him the stupid little cousin who raises like 5 Dragonair.
Hoenn: Winona
Boring fight, nothing special about the Gym Leader.
Sinnoh: All of them except Roark
See Winona. I don't remember any fights for Sinnoh, all of the Gyms are just, kind of, meh.
Unova: Elyssa, Draylen/Iris, Cheren, Cilan/Chili/Cress, Roxie, Skyla
See Winona.

Kanto: Erika (I like the Pokemon she used in HGSS)
Johto: Morty (I like beating the crap out of him with my ghosts - I'M the real Ghost-Pokemon master)
Sinnoh: Crasher Wake (I loved going through the Water gym and I had a nice battle)
Hoenn: Norman (The game connects to me better and puts me in the game like in real life, because I
have a dad, who is a Gym Leader- and an actual character who exists, at least)
Unova: Cilan (I like the color green a lot, and he reminds me of starting a journey when it was all fresh,
and that makes me feel good. He's also in the anime +bonus points)

- Simply based on the epicness of the Magmar v.s Charizard fight in the anime.
Johto: Whitney
- Just cause of Trolltank.
Hoenn: Wallace/Juan
- I love Sootopolis City, everything about it.
Sinnoh: Byron
- There's something about Canalave City I just adore.
Unova: Skyla
-Unova's gym leaders are pretty meh... I can't stand Burgh. Skyla seems to be pretty awesome though.

Kanto: Giovanni/blue - They kinda ignored the monotype rule...
Johto: Whitney - Beacause I always get a critical hit on her miltank
Hoenn: Liza&tate - I liked the double battle
Sinnoh: Volkner - He got confused with types - I like non-monotype gyms
Unova: Didn't really like any of them, they were all pretty mundane
