According to Masuda's twitter, it'll be available at the Japan Expo in Paris from July 4th.

EDIT: A new pokemon has been revealed. It’s Japanese name is Hitotsuki, and it’s French name is Monorpale. It’s type is Steel/Ghost. According to blocked, it’ll be showcased during Masuda’s special message.
