Title: GUIDELINES for site and content

I suppose this could use its own announcement.

PKMN.NET now has its own, mandatory guidelines for content and other related stuff. As it is mandatory, there's no breaking these, and especially not without consulting the appropriate people.

I can't seem to get on the site that is in that page. I get this (http://img.photobucket.com/albums/v479/Crystalscizor10/Error.jpg) error message when it tries to load.
