Tutor Moves should include Outrage, Draco Meteor, Zen Headbutt, Dragon Pulse, Sleep Talk, Stealth Rock, Signal Beam, Thunder Fang, Fire Fang, Uproar, Block, Magic Coat, Hyper Voice, Earth Power, Superpower, Dark Pulse, Snore, Heat Wave, Pain Split and Role Play.

That looks good to me, but you can chop or change easily, if needed.

TM list could be Torkoal's normal list, but with stuff like Dragon Tail/Thunderbolt/Focus Blast/Rock Slide included.
