Title: is it possible to get zoroark or porygon without trading in OR?

Strictly speaking the National Dex is not required, just completing the Primal Groudon/Kyogre storyline. At that point you are able to get the National Dex from the professor, but the DexNav still works for the new Pokémon if you don't pick it up.
