BL stands for Borderline; BL is equal to OU. However, it has Pokémon not used as much as those in the actual OU tier list. This means that BL is borderline overuse of the Pokémon. Since this is still OU, ??? are not allowed to be used. Note that this exact list is specific to PKMN.NET and the DP metagame.

ludicolo only LBL? Wow. I absolutely destroyed an OU tem with that once. granted it wasn't the best OU, but still...
as much as I love ludi, i don't see it getting too strong for this tier

Crobat and Kingdra? >:0
Giga Impact still doesn't allow it to switch out next turn, and one turn means that something can set up on it pretty easily then take care of it the next turn. Truant is a hellsend of an ability.
Crobat was screwed over by the choice scarf, plus lacklustre offenses and poor typing. Kingdra can't really do much outside of RainDance (Swift Swim) which is an unreliable strategy and a typical set up fodder.
Regigigas? Shouldnt it be Uber?
Have you seen a level 100 Cloyster's Defense? It's Like, 500 or something!
- Regigigas has a really really crappy ability which utterly cripples his offense for the first five turns. His defenses don't make up for it and in both theory and practice, it can't do anything; even worse in practice than in theory. A LOT worse.
- Cloyster has too many weaknesses, mediocre HP, and a crappy Special Defense stat. Not good for a tank.
What makes Omastar higher than UU? It has a 4x weakness to Grass.
So does Swampert. Look where he is.

Not a mistake, the infinite Hail can lead to UU centralizing.

I think thatsome of the Pokemo here deserve OU e.g. Slaking, Regig, Honch, Ludic etc.
maybe if you played some competitive pokemon you might understand why they're not OU
Slaking is owned by anything with Sub or Protect, or both.
