If you want all 8 HMs on 2 Pokémon you'll need a Tropius plus a suitable water type:

Tropius
- Fly
- Flash
- Cut
- Strength/Rock Smash

Whiscash/Crawdaunt/Ludicolo/Sharpedo/Wailord/Walrein/Relicanth (no Strength on Relicanth)
- Surf
- Dive
- Waterfall
- Strength/Rock Smash

I'll mention Azumarill as well since it got a pre-evolution in gen 3.

Also adding to the Breloom/Shiftry choice: Cacturne? Never used it!

Sableye is not really lacking in attacks, a set like this would be passable in game:

- Shadow Ball
- Brick Break
- Shock Wave
- Aerial Ace/Psychic

Look at Sableye's stats



HP        50
ATK       75
DEF       75
SP.ATK   65
SP.DEF   65
SPE       50

Not to mention that most of it's useful moves are status, and prankster didn't exist until gen 5.
The only thing that this Pokemon has in this gen is not having any weaknesses

And I've been using Smeargle to attack stuff in game with it's base Atk/SpA of 20, fact is stats don't matter too much in game as you can compensate with higher levels and stuff.

Shedinja is gimmicky. Get a Shiftry because they are fast and have some good moves.

Dusclops is really good but doesn't get his evolution Dusknoir yet.  Glalie is evolved from Snorunt found in the ice cavern (at the bottom of Shoal Cave right before the 7th gym), and is, okay in this generation.

EDIT: Not sure about Leaf Green.

I was going to have:

Charizard
Victreebel
Seaking
Raticate
Magneton

I'd probably have Dragonite or Kadabra or something.

But I'm thinking:

Get a Ninetales instead of Charizard and maybe get a Dragonite as my flying pokemon, but not sure if I could legit raise one!

I raised one from the safari zone in Yellow without using Missingno.  All it takes is some grinding.
