Somewhat, but do remember that Manaphy is an event legend, while Tornadus is easily accessible by anyone with White version.
also getting phione is hella easy considering it's the offspring of manaphy. you could ask for a pokedex filler trade where you both trade pokedex fillin pokemon then trade back or whatever

Never mind. I found out that you can get a manaphy from pokemon ranger after you complete the game and can transfer it to pokemon pearl
