It looks as if Pichu Bros Party Panic is not a Gamecube game afterall, now that we have details on a Pokémon Mini adventure starring them.

You may remember a few months back when there were speculation over a Pichu Bros game. Everyone thought this could be Pokémon's debut on the Gamecube console. Everyone appears to be wrong. It appears that a new Pokémon Mini game, that we can tell as featuring the Pichu brothers that were in Pokémon 3: The Movie. Not much is known about this game, simply because Psythor doesn't know Japanese and won't be learning it just to read details of a game for a console that he does not own.
