Lots and lots of water types here. The only non-water type Pokemon you will encounter here are Zubats and Golbats, which are even worse. Most of them will be new, so you can catch them if you need them or want them for your Pokedex. However, that's not the only reason we are here. You see, it is rumoured that there is a powerful bird hidden deep inside the islands. Well, not as much a rumour, more like actual fact, but still.. You can enter from two sides here - Route 19 or Route 20. If you followed this walkthough, you enter from Route 20. If you came from Route 19 - the right way, since you're supposed to arrive at Route 20 eventually - go up the hill, and down the ladder there. Leave that hill, go down and right, up the hill, and go to the ladders there. Go left and down, and down the ladder, and then to the right, off the hill. You'll end up near boulders, where we'll start off when arriving from Route 20 too. From Route 20, enter the room, go down the ladders until there isn't one below or above the one you came from, and then go up and around into the water. You'll be pushed away. Step on the hill at which you arrive, go left, and take the ladder there (don't take the first you see yet), and then go up the hill, and around it passed the ladder, down, and to a group of boulders.
We'll prepare the road to Articuno now first, so that you're not washed away. First, move the left boulder that blocks a passage to the left. Push the boulder down in the hole. Then go to the pair of boulders to the right, push the right one up, and the left one down one step. Then push it to the left until it's lined up with the hole, walk around, and push it down as well. Jump through the hole here, and surf up. You'll see a bird waiting. Save, and prepare to battle Articuno! It's hard to catch, try to have it paralyzed and its HP down as far as possible before you start throwing Ultra Balls. Restart if you fail, and don't worry - these birds don't have a recovery move. Good luck!
Now to finish the road so that you'll always be able to go through here and exit at both sides. Surf back down, to the other large hill, and go up the first ladder. Go to the left and down, and go on the ladder. Go up the hill and the ladder there, and then down and left first, until you go off the hill, and then up. Go down and to the right, to a boulder. Push it up and one right to the hole, and jump after it. Push it into the next two holes, and it should block the water. Don't jump after it the last time, but instead go up and left to a ladder, after which the ladder to the top floor is close. Go right again, push in the boulder a few times, and congratulations, you've done all you can do here.
Leave, and go to Cerulean City, and then east to Route 10. Heal at the Pokecenter if you need to, and go to the bit of water to the north. Make sure you've got a lot of Ultra Balls left again. Surf down here, to..

A number of electric you can get here, although few are new. Magnemite for Blue and Red, Electabuzz for Red and Voltorb for Blue. Also not mentioned here are the Electrode that hide in some Pokeballs here, which attack when you try to pick them up.
No trainers, and the way here is clear. Just after you enter, pick up Carbos. After going up, there's a room with lots of lockers (or something like that) that only has some Electrode balls. At the bottom here, you find TM33, and by going up before that room, and to the right, you get TM25. Go further, until you have to go up. In the side room here, you find Rare Candy and HP UP. Leave it, and keep following the road up and down. You'll see another bird - Zapdos. Reread what I said about Articuno, and you should easily beat it.
We've got 7 badges now, two of the three legendary birds, and a lot of other Pokemon and the like. Time to get that last badge and go on to become the Pokemon Champion! Go back to Viridian City now.
