AboutNU stands for Neverused.. there are Pokémon that are simply not good enough to even be used in Underused. This metagame gives those poor weak Pokémon a chance to be used. Pokémon from the other tiers are not allowed, but many unevolved Pokémon are allowed. Note that this exact list is specific to PKMN.NET and the DP metagame.

Shedinja shows up in the uber environment, too. there's not a lot of passive damage there (sandstorm, toxic)
Then why don't they just make a tournament that says "No legendaries"?

You think Celebi (7 weaknesses, one a 4x weakness to Bug) Entei (quite bad, with screwed up offensive stats) Articuno and Moltres (4x weak to Stealth Rock) should be banned?
If it would mean the ban of other legendaries, yes.
The only legends that are banned in normal play are those that cannot be easily countered (Rayquaza) or have very high attacking and defensive stats (Dialga, Groudon, etc.)
I find it strange that Kecleon is on this list (and not just because he's my favorite). 90 Attack and 120 Sp. Defense are both fairly high for a Pokemon to be considered NU. Plus, while his ability is often said to be a hinderance, it effectively scrambles up typing, meaning a matchup that worked last turn is now ineffective because of your new type. Plus, it has a large movepool, with SR, TR, and a wide variety of offensive options.
Such a weird list.
Kecleon is too easy to take advantage of, can't make use of STAB because of it's ability, and has only 40 Base Speed. It might be good in NU, but that's about the only place it can be decent...
Also, Whjen I take on the battle tower, I make tactical use of Kecleon's ability against it, ie. ground move followed by grass with my Torterra

I've battled with a lot of these. They actually don't do that bad when you use them well. I agree, though, Phione is a very Neverused pokemon.

Wait a minute... WTF!? FLAREON?!?! I'm hoping someone accidentally put him in here and meant to put him higher... Okay...Ledian....Unknown....Delibird...that's just obvious...but...Probopass, Bellossom, Vileplume, Nidoqueen and
Bastiodon? Cereal? I'd expect they'd AT LEAST make the Underused Tier.
