BL stands for Borderline; BL is equal to OU. However, it has Pokémon not used as much as those in the actual OU tier list. This means that BL is borderline overuse of the Pokémon. Since this is still OU, ??? are not allowed to be used. Note that this exact list is specific to PKMN.NET and the DP metagame.

Are all these un-fully-evolved (Hippopotas, Haunter, Wynaut, Porygon-2, Snover) a mistake, or am I behind on my competitive battling studies?

usami, Hippopotas and Snover are here because infinite hail in UU can be over-centralizing, Haunter is too good for UU (95 Speed and 115 Sp.Atk says it all), Wynaut is just a lesser form of Wobbufet and Porygon2 is actually a fantastic counter to Heatran, Salamence and Gyarados with Trace.
Yay! I remember having an argument with my friend over whos better charizard or venusaur.
Zero13455, it depends on what you're talking about there. Charizard is a better sweeper, but Venusaur is a much better wall.
Slaking in BL? I thought it would be in OU because of the high stats
I think this is a good list. Sceptile is in the right place here imo. Charazard too. Even though i dont like it that much.
Okay, um, there are some things about this list I just can't agree about.
For one, you've condemned Hippopotas and Snover to death because who would use them over Abomasnow/Hippowdon in OU? No one.
And the walls: Cloyster and Relicanth won't be taking any Grass/Elec/Fighting special attacks, which are common in OU. Porygon2 can wreak havoc with Trace, but its strengths are limited to countering weather teams and supporting Trick Room. Speaking of Trick Room, half the Pokemon in here might have good attacking stats but require Trick Room to actually sweep. I'm talking about you, Marowak, Rhydon, Camerupt, Rampardos..... Slaking might be able to make use of Giga Impact, but suppose somebody predicts this? Using the sloth comes with a great risk and his ability is more than enough reason to put him in UU.
I think this list is a good start, but a few Pokemon (like Smeargle, with his INFINITE movepool possibilities) should be moved up to OU and most of the other Pokemon should be moved down to UU (Weather reliant ones like Tangrowth or Ludicolo, TR/BP-dependent sweepers, Pokemon who need Rapid Spin support to be effective like Scyther and Charizard, etc.) should be moved down to UU. Please remember that BL is like the Ubers of UU, and the "banning" of UU Pokemon to BL should be done conservatively, if at all. Hmmm..... Alright...this I'm okay with. The last Tier lists I checked said Feraligatr, Ampharos and Typhlosion were Underused (which killed me because I use them ALL the time. They're in my Top 20..Feraligatr at the lead being followed by Typhlosion *a voice says "Who cares!!"* ) Anyway. Is this list just a more recently updated version?
