pikachu is so annoying and besides raichu is tougher, faster and better stats then pikachu in a every country also rapardos, roserade, lucario, gyrados, typholsion in fact u might as well say that all evoled are better than basic non evoled pokemon (of couse ledgendarys are the best)

A Pokemon doesn't have to evolve to be powerful. Pikachu really doesn't want to evolve, and Ash loves his Pikachu enough to agree with it. Besides, Pikachu is the mascot of Pokemon, they wouldn't evolve it in the anime.
