Originally a larger town was planned at the Lake of Rage, which is why you can still fly to it. This was removed in the final version, but this is how it would have looked.

I wonder why there is a gym in the map?
I'm not sure, but there seems to be an awful lot of Gyms where there shouldn't be, maybe it's where Lance's sister Cynthia was originally supposed to be?
so the lake of rage was in the town? interesting. where would have the red gyarados been?
by the way, in the game's coding there is a item called "VOLTORBBADGE" which could refer to this gym maybe?
Why does it say "ARN" instead of "GYM"?
It's german for gym.
But why would there be two different names for Gyms? Maybe these AReNas were something different? And if you count all the gym/arn.s is all the beta maps, they add up to ALOT of gyms, maybe you could choose which gym you battled, like how Gary in the anime has different gym badges, and maybe you could collect more than 8 (in one region)

in the games coding there is a hidden portal to a house in olivine
inside the woman says that she got medicine for her pokemon at the ecrutek town pharmacy (this is going somewhere) say what?! the pharmacy was not on cinewood in the beta
heh maybe cinewood didn't exist at all (hence no apparent beta map :p)
so if cinewood didn't exist? no gym over there (also no reason to surf over the large mass of water [bar the whirlpool islands] anyway)
so if there was no gym on cinewood ... thats *counts* 7 gyms! hmmm okay so say the lake of rage gym makes 8
they clearly thought the player would progress through the game to quickly
go to olivine -> go back to ekcrutek get the medicine -> beat jasmine -> onwards to mohogany -> beat ice dude -> onto lake of rage -> beat whoever was there etc.
so instead of all the hard work put into the ocean off olivine go to waste on some measely islands it was employed in the game as a gateway in the story and gave them an opportunity to separate gyms wider (between mahogany and Lake of rage is pretty weak)
damn i'm good *phew*
as for the voltorb badge
it was a joke by the programmers probably to create hysteria about the missing lake of rage gym
hey i would do it its a good idea :p
(come on guys a badge named after an actual pokemon??)
There is a beta Cianwood map!
It's located where Azalea is and Azalea was located to the right of the cave
(Azalea's Beta remenint is still in-retail by the pokemon center right infront of the cave in the retail)
And it's true, there is no island in the beta.
Also, Lake of RAGE suggests fighting, i.e. Chuck, the fighting gym leader.
