I think this map was recycled or at least part of it. kind of resembles indigo plateau's pokemon center half of the map.

Well it makes sense to have two healing Machines. I'd be boring to wait in a long line until one trainer heals their pokemon. And Based on the anime PKMN Centers are crowded places. Maybe the space wuld be intended for other trades or a mart. Similar to Black & White's ability to put the PKMN Center, Mart & Trade Center in one single Building.
