1. Have a lv.1 shiny magikarp at the front of your party (must be legaly hatched from an egg in heart-gold only)
2. Talk to the fishing guru in Kanto.
3. The guru will tell you that you sure know how to fish and will give you the shiny rod, a fishing rod that only hooks shiny pokemon!.
