The way Buizel spins its tails isn't nonsense. On its neck it has a mini-tube to stay afloat in water. It resembles a tube for the rides in a water park. Its tails spin very rapidly to resemble a spray fan. It's one of Buizel's Water-type accessories.

More than for what the tails resemble, they are there to propel Buizel through water.
