Let's see if I can keep this short. Wish me luck. Here we go. 
I do like it. Particularly as it's from a part of Heroes that I remember. And I like how the animation is centred without being too flashy. 
Ignoring the flash of light, trololol, oh my, oh my wit, I shouldn't be allowed out. 
Though I can't help but focus on HRG in the background. To my eyes he notices the light come on and tries to hide. And the stylistic text down thar. Dithering is a bit.. flickering about but not noticeable unless you sit and watch it for some time as I am doing now, and there are file limits to stick to. 
But yes. Overall very simple which I like. That was short enough. 93%. 
Still doing percentages. Damn I'm cool.

daw. plus, hey, the scribbly/varied-thickness-of-outline appeals to me 
and the simpleness. I don't know if i mention that I like simple styles enough 
maybe the water could be transparent though to avoid the blockiness? MAYBE.
