I can't say it is like RDR. However, that's not a bad thing!

While RDR follows GTA in its mission structure (here's a huge sandbox, follow the letter on your map to receive a job to do), Mafia is pretty much a linear, chapter based game. However, most chapters start out with you being told to meet at a bar, but you have no time limit to do so; so you can do what you please in the city before attempting the missions.

It's an insanely immersive game, too. The graphics are superb, the atmosphere of Empire Bay in both the late 40's and early 50's is astounding. The gunplay is simple, yet fun; and you can use the classic Tommy Gun to exact Mafioso Justice.
