RULES: Signature size, 'Three word rule'

I don't mean to sound ungrateful, but I preferred the three word rule as it was. Signature size is a welcome change though.

^The admins and the member council came to the decision to edit the rule because the points that people were making were fair, and of course true. Some posts don't need 4 words, so reducing the rule to 3 words helped people who just wanted a short answer get what they need.

Also, the old version of the rule prevented people from spamming every topic with 'yeah!' or 'that's cool', so we decided to edit it instead of remove it.
