That Ralts is a recolour to look like Pikachu. Chandelure is also recoloured to look like Heatran. And that has nothing to do with this topic.

I don't have a fake move, but I'm posting to say that PP bases and maxes aren't random. They are as follows:

Base -> Max
1 -> 1 (Sketch)
5 -> 8
10 -> 16
15 -> 24
20 -> 32
30 -> 48
40 -> 64

Basically, PP Max adds 60% to the base PP. Just something to help you make your fake moves at least look more authentic.
