My team is:

Sceptile
Gardevoir
Rayquaza
Spinda
Absol

Should I have Milotic, Wailord, Whiscash or Walrein?

Milotic and Walrein are really good, the only problem is finding a water type for surf so you can get them.

Getting Milotic will be pretty difficult regardless if you don't already have a Feebas.

Walrein is really good, use a Gyarados or something to get one, you find Sealeo in Shoal Cave around the 7th gym.

I think Whiscash tbh - I was going to say Walrein but its movepool is so bad. Whiscash can get EQ / Surf / Future Sight without a TM, saving the valuable EQ TM for Rayquaza or something else that needs it, and he also gets STAB on it. Walrein has 4 weaknesses and only 3 resists, assuming Thick Fat makes Fire a resist again, whilst Whiscash has an immunity and 4 resists, whilst only having a single weakness (albeit a quad weakness).

I assume, given the rest of his team and the options given, he wants a gen 3 water type. Plus it's likely Gyarados has been used 30 gazillion times on various play-throughs which can make him a bit of a stale choice, and in gen 3 he has no physical STAB move outside of HP Flying. In fact, he only learns 2 non-special moves by level up (Thrash & Hyper Beam), and only EQ, Rock Smash & Hidden Power by TM/HM. I mean... special Gyarados is probably passable in game, but when you're forced to run special Gyarados becomes significantly less powerful than the competition.

Yes! When playing a game, I use pokemon native to the region I'm in.

If I'm playing a game set in Kanto, I use Kanto pokemon only. When I'm in Johto, I only use Johto Pokemon. So when I'm in Hoenn, I only use Hoenn pokemon.

^the team above was made at a quick glance. Rayquaza and Spinda, I'll keep. Gardevoir, don't know. Don't know what and if I want a starter, don't want Mudkip this time!

The Spheal family are useful. Defense Curl+ Ice Ball will increase damage like how Defense Curl + Rollout works. Sheer Cold can also come in handy if you are lucky enough to get it to hit. Ludicolo is also a nice niche to have considering it gets Swift Swim and Rain Dish and has access to Surf, Rain Dance, Giga Drain, and Dive. I recommend getting a Rain Dish since you can regain health in Rain effect.
