Black 2/White 2 Azurill refuses to evolve

I just started up a new adventure after completing the game once before (because somehow my save got corrupted) and I got an azurill with the Huge Power ability. I heard it needs to be at a high happiness level, but considering my strongest pokemon right now is level 16, I think it's safe to say I haven't made it very far yet. Azurill is level 13 right now and I have no idea how to get it to evolve. Currently grinding in Virbank Complex. Thanks!
