Feebas because it has the same level up moves as Magikarp but yet it can learn TMs, Move Tutor moves, get egg moves, and also evolve into one of the best looking Pokemon from Hoenn. It is also a bit under estimated in terms of strength and usage.

I like Ledian mostly because of its looks, but I'd say Pinsir takes the cake for having great looks, great moves and a kickass Mega Evolution.

Tie between Arceus and Mew. Arceus can change it's type by holding a Plate any time you wish but Mew learns EVERY TM and Tutor Moves except Draco Meteor which Arceus can learn.
