Well, it's kinda vague on what you mean. Do you mean trading to get it onto OR/AS or do you mean getting it on a game, but just without trading on OR/AS?

Porygon can be found on Mirage Island or Mirage Mountain using the Eon Flute, and Zorua can be found on Route 101 with the DexNav, after obtaining the National Dex.

Strictly speaking the National Dex is not required, just completing the Primal Groudon/Kyogre storyline. At that point you are able to get the National Dex from the professor, but the DexNav still works for the new Pokémon if you don't pick it up.
