If you have the animated GIF then all you need to do is treat it like a normal image, upload it to a file host, (tiny pic, iaza, photobucket, imageshake) ect. Then go to forum settings, right at the top you will see avatar settings, pretty straight forward from here. Just past the location of the image in. But make sure you check the file size, gif's have larger files sizes and your profile cannot go over 150kb.

Pokéballs - normal member
Safari Balls - donator (not sure to what.)
Great Balls - moderator
Ultra Balls - global moderator
Master Balls - admin

At least, unless it's changed recently.

Donators don't have any special features aside from giving karma back when that was available, but they donated to fundraisers for disasters whenever the site opened up donations.

That was open for a limited time. Plus in order to gain the Pokéballs you needed to show us evidence of the donation such as a screencap.
