Some call them cats. some call them dogs. Most people tend to call them pains. They are of course Raikou, Entei and Suicune. The three legendaries of G/S/C who don't like to battle. Firstly you have to release them into the wild. To do that you need to visit the Burned Tower in Ecruteak City. Follow the left hand track and after battling someone you'll drop down a hole. Approach the three Pokémon and they'll all run away into the wild.
From now on meeting the dogs is all down to luck. They move around Johto randomly, and change places everytime you enter a new town or route. You either meet them completely by chance or you play it strategically: buy a load of Repels and start searching. The Repels will keep weak Pokémon away and seeing as the dogs are definetly not weak, they are not affected what you smell like. Once you'll see them you can keep track of where they are on your Pokédex, by looking at the AREA section of the dog you're after.
To keep them from running away its tempting to use an attack such as Spider Web or Mean Look. But of course, the dogs know Roar, so if they can't run away, then you will. The best thing to do is attach Quick Claw to a Pokémon and try to put the dog to sleep. If they still run away before you can attack then don't give up. Once you've got them asleep, then start the whittle down their HP. Attacks like False Swipe and Night Shade can be useful here. If you get it's HP low, then it wakes up and scarpers then don't worry. Next time you meet that Pokémon it's HP won't have recovered so it wasn't a complete waste of time. When it's HP gets low enough then maybe Paralyze it or send it to Sleep to help you out. Then try to catch it. I recommend using Speed Balls, Heavy Balls and Ultra Balls. You might even want to use your Master Ball for one of them, in which case just chuck it the first time you see it.
Players of Crystal get an advantage straight away. After defeating Team Rocket at Goldenrod's Radio Tower, the Director will give you the Clear Bell. Travel to the Tin Tower in Ecruteak City and after a couple of battles, there is a chance for you to catch a LV 40 Suicune. Fortunately for you he won't try to run away, so it's a lot easier to catch him.
