There's a whole army of trainers behind THAT man in Mossdeep City. To get past him, wait until you have five gym badges, then go to the Pokémon Center in Petalburg City. If you talk to the man next to the computer, you can make another trainer profile - you were given the option to do this earlier in the game. This time you must re-arrange the words to say:

"Mystery event is exciting."

Restart the game, but linked with another GBA. One should have the game; the other should have an E-reader in it. Choose the mystery event option at the beginning. Now, when you but the game, if you remember, it came with a new battle E-card. Slide this through the E- reader, then you will be told that a new trainer has arrived in Hoenn.

The man in Mossdeep City will let you battle the trainer.
