OU stands for OverUsed and represents the Pokémon most often used in standard play. ??? are not allowed, but you can use Pokémon from a lower tier if you like. Note that this exact list is specific to PKMN.NET and the DP metagame.

Dragonite's basically too good for BL. It is quite bulky, but slower than most other dragons.
porygon z is not BL. i just swept 6 pokemon with it.
Slowbro, Raikou, Cradily, Milotic, Staraptor, Roserade, Ambipom, Spiritomb and Land-Forme Shaymin are BL/UU, Deoxys-E is uber again.
Uh, DunsparceDude, people have done that with a lot of BL/UU Pokemon, but that doesn't mean that that Pokemon is OU.
I'm really happy a lot of new evolutions made there way onto this list. People used to not bother with cool Pokémon, like Togepi and Yanma, but this new evolutions that can be used in the Standard enviornment, instead of just being used by people who like them, and will use them, no matter what. (Like me and Marowak)
Snorlax is ugly on PBR and tyranitar is awesome
Why is gardevoir in borderline? It's special defence is way better then Alakazam's.
i know it might be a dumb question but why is garchomp banned but celibi, zapdos, deoyxs, cresilla, shaymin, heatran,azelf and jirachi are not?
Skarmory8: Alakazam is the fastest Psychic Type outside of Ubers that isn't Deoxys-E and after a Calm Mind it can sweep any unprepared team. Pokemon in the lower tiers generally have other Pokemon that can do their job better than they can, or are just plain rubbish.
Roserade Knight: Just because something's legendary doesn't mean it's invincible. Celebi, Zapdos, Deoxys-E, Cresselia, Shaymin, Heatran, Azelf and Jirachi are all perfectly counterable, but Garchomp is not.
Roserade knight: Because Garchomp completely overcentralizes OU while none of those Pokemon do. Heck, Cresselia's useage is slipping so much it's nearly fallen into UU. ;\ A Pokemon's worth is completely dependant on the metagame around it, and the metagame likes Scizor and Tyranitar which both single handedly counter ALL of those Pokemon besides perhaps Jirachi.
PS. You seem to have removed Suicune, which is a huge mistake.
Tyranitar is the best, i used to have 6 all level 100
Um, LanceWest, Tyranitar may be good, but it is by no means the best Pokemon.

Is true that salamence is on suspect because I heard on the forums thats its will be suspect, oh well: looks like dragonite will be used more often

Last time I checked, yes. I say you can never have too many Mamoswine, Gliscor or Flygon. Over-Used? Under-Used.
