Spinda.
I mean seriously, just look at it.
It may not have the best stats (Base stat:360) but it can learn some pretty powerful moves. And it's abitlities: Tangled feet and Own Tempo can prevent it from being confused or make its evasivness better when confused. I would say it's my favorite pokemon of all time.

I would have to say Mr.Mime :/ It always scared me to death as a child. And it was created before they gave pokemon gender, so it was given the name Mr.Mime, but it can be male or female, which creeps me out even more. It really isn't as strong as a lot of the other pokemon either, so you could find one MUCH better than that creep.
