And I've been using Smeargle to attack stuff in game with it's base Atk/SpA of 20, fact is stats don't matter too much in game as you can compensate with higher levels and stuff.

If you want all 8 HMs on 2 Pokémon you'll need a Tropius plus a suitable water type:
Tropius - Fly - Flash - Cut - Strength/Rock Smash Whiscash/Crawdaunt/Ludicolo/Sharpedo/Wailord/Walrein/Relicanth (no Strength on Relicanth) - Surf - Dive - Waterfall - Strength/Rock Smash I'll mention Azumarill as well since it got a pre-evolution in gen 3. Edit: added Whiscash. #8

What levels are your Pokémon currently? If you've just started it might be too early to use a Pokémon that is caught at level 41-44, and you could catch one yourself during the day once you've finished the game.
I think a better idea would be to catch yourself a Rockruff, then when it reaches level 24 trade it to a Sun user such as myself so they can evolve it for you into the form that you want. #13

My Pickup team is at levels 56, 55, 52, 52, 51 and 39 (though I generally use 5 in the team plus Weavile for attacking). I received a Destiny Knot via Pickup. #14

Then most likely the calculator hasn't been adjusted to factor it in. I trust the information on bulbapedia more than I trust the showdown damage calculator when it comes to new abilities.
