This is a variation, albeit less common, of a well-known glitch called 'Glitch City' which is when the overworld's tile set(s) are scrambled into a nonsensical and often times un-navigatable hodgepodge.
Basic information: https://glitchcity.info/wiki/Glitch_City The most well-known is the 'wrong warp' variation in which you invert the Safari Zone so that you're entered into a session when you leave. What you've triggered is the 'stepping out of bounds' variation: Quote An out of bounds Glitch City in Pokémon Red, Blue, Yellow is a type of Glitch City that appears when the y coordinate of a map is a certain value higher than its y boundary. Both 'Mewtwo Strikes Back' and 'Spell of the Unown' are my absolute favorites. Yeah my heart is forever stuck to the classics when it comes to the anime. I stopped watching it not far into Hoenn, it so killed it for me. I have not even but one of the films after 'Pokemon 4 Ever'. The one exception due to curiosity while staring at the box in Target, is 'Lucario and the Mystery of Mew', wonderful story and Lucario a fantastic in depth character with the classic feel of Mewtwo.

I never evolve Ivysaur into venusaur. I find Ivysaur really beautiful and Venusaur ugly, even the names.

I have this message on one of my Ruby cartridges(I have two) as well. It only means that you can't do activities which use time such as growing berries. In fact I think growing berries may even be the only one. The game still plays and saves perfectly.
Batteries eventually die, GSC ones did, unless you know how to open up the cartridge and insert a new one I don't think you can do anything, unless Nintendo still offer replacements. The DS games use the DS clock afaik, so they shouldn't ever have that problem. Actually I was told by my guy friend who knows a lot about video games that GCS had a save battery glitch of some kind which was corrected in the advanced generations on. Thus I am not sure how capable the advanced generations are of that problem.
