I've decided to go with idea 2 I will not lock this topic so you can comment on both ideas or talk about or post your own ideas

PS: DON'T call me the name rater master!

EDIT: Rayquaza makes an appearance at the end where he is seen outside the sky pillar. Due to exhaustion, he collapses on the floor. The sky pillar then falls over, flattening Rayquaza.
