If there was a good app I still wouldn't recommend doing it. Touch soreness are too... Unstable for something so picky. By picky I mean that there are lots of things that need pinpoint accuracy that only a mouse could really do. That's also why I don't like laptops. But to answer your question: not that I know of. The most you could do on an iDevice is add filters and overlays to a sprite. Sorry.

Also I can't sprite right now I'm at a pool with my team. Ill do everything when I get home.
