If the winner of this competition already has a copy of Black/White, would it go to runner-up instead? And other situations like if the winner & runner-up both have one would it go to third, etc.

I hope the winner chooses which version they get,so if (Very unlikely)i win, i would ask to receive Black as i already have White.

I thought this was mentioned (as it'd been discussed) - staff members can enter and when we showcase the work (in whatever way), they'll be included, but they're not eligible to win any of the (top) prizes, for obvious reasons.

A quick question, is it okay if we use an official sprite but edit it heavily? I'm no good at scratches.

You could, but it'll give a disadvantage on originality... then again, you can also submit without images, just text. It's up to you, as long as you remember you need to be more descriptive to make sure it seems unique.
