It's complicated, but basically you can change the DNS on your DS and certain sites allow you to "download" Pokémon via the GTS, which you could give any ability, any items, any moves and choose the shininess.

I've tried it a few times when I'm bored and want a drought meganium or whatever (or pure power V-Create Blazikens *cough*Richard*cough*)
