I just bred:

Gible - #443 (Naive) Male (♂) : 31 / 31 / 30 / 31 / 31 / 31
Ability: Rough Skin
Egg Moves: Outrage, Iron Head, Iron Tail

A 30 IV is as good as 31 at level 50 as long as no EVs will be put into that stat. For each 5 IV one that I hatched that was missing HP, Def or Sp.Def, I checked its Hidden Power first, if it was HP Dark it couldn't have an IV of 30 so I could rule it out right away.

The EV spread will be 252 Atk / 6 Sp.Atk / 252 Speed, for a Stealth Rock / Outrage / Earthquake / Fire Blast Garchomp.

I went back to breeding Snivy tonight and finally got one with perfect HP Fire IVs:

Ability: Contrary
Moves: Leech Seed, Giga Drain, Leaf Storm, Glare

Glare is an egg move, the others are moves that both of the parents knew so were passed down.

I won't be needing my 31 / 28 / 31 / 30 / 31 / 30 one now so it's available to trade.
