I received a Jynx from a guy in Cerulean City (by trading a Poliwhirl) it is now lv35. In the middle of a battle with a member of Team Rocket, I told Jynx to use ice punch, but it said "Jynx ignored orders" then used lovely kiss instead. I tried again, but it said "Jynx pretended not to hear" and did nothing.

I have 5 badges (Pewter, Cerulean, Vermilion, Celadon and Fuchsia)

The Hooded Trainer told me that the Celadon badge made pokemon obey up to lv50

Why is my Jynx disobeying me?
