Shedinja has to be the worst. Even if it is immune to most attacks, a Pokemon with 1hp is incredibly useless. Magikarp is also pretty useless unless it is a high level, but you would of evolved it to a Gyarados by then.

But in GS it didn't have Serene Grace, which is what makes it cool nowadays.
I personally believe the worst Pokémon to be Sunkern. Not only has it low base stats, it also ugly.
