Because then people who've already voted will have to vote again when they don't actually want to change their vote, so it inconveniences everyone =/

+ E4 covering may be preferred by some challengers, who might rather it was kept within the people running it. Not sure if this view is held by anyone, but that's the point of a vote, isn't it?

Yeah, if that's the option picked that'd be the best way to go about it, but, as obvious as this sounds, check the person actually wants to cover first, because otherwise Richard'll end up covering everyone's xD
