Hi there, if you're asking if it's possible to have 31 IV in everything but Sp.Atk and 0 IV in Sp.Atk, the answer is definitely yes and I'm very jealous . If you mean is it possible to have 0 in Sp.Atk stat then the answer is no.

The drop in defence doesn't bother me as he's going to be utilised in the Bulk Up set, which remedies it. The impressive Speed is.. er.. either a bonus or a hinderance, I'm not entirely sure yet..

Keep it! Spa is amazing and so is its speed, it will not be outrun by other hydregion unless scarfed (If 252 evs)
His attack decent, hydregion is more of a special monster but for a mixhydregion his physical attack is only 6 points down which is like nothing.

No RNG abuse involved either, which is amazing. It got HP Ice 68 too, which doesn't matter much, but hey, it's another great breed! What should I IV breed next?

Spent about 6 hours soft-reseting for a Jolly one with an IV of 31 in it's Speed, this was the first one I came across which I'm quite happy with, all the defences are >23 which allows me to use it's tankish ability almost as well as possible. I may learn RNG to get a better set of the Muskateers on my White cart, but until then, this sexy thing will do!

luckily i can clone with the gts trick so i can build one up for the vgc online and one for single battles

The 30 HP appeared randomly like 3 or 4 times throughout my breeding, as did 31 SpDef actually. And that 30 SpDef stat was random. I got very lucky!
