I before e is barely a rule, there are way too many exceptions. As for the u thing, if the sound is "you" then you use "a", if its "uh" then you use "an". Really though the most important lesson in english grammar is that none of it makes sense and there are no rules.
Uhh, I dont know where youre from,but ive never heard anyone say "an hotel". Even in my head that sounds weird. Maybe thats the correct way of saying it but it sounds stupid so no.
